Topics getting the most attention in Tulare County public meetings, ranked by how frequently they come up.
Countywide zoning code overhaul (Ordinances 3672/3673)
First major rewrite of agricultural and residential zoning since 2012, affecting 32,000 parcels and 92% of county land. Adds zoning matrices, updates definitions, and raises event-neighbor notification from 300 to 1,200 feet.
Contractor's storage yard near Tulare
A landscaping business won permission to build a shop and store 12 trucks and 12 trailers on Avenue 228 in an ag zone. A neighbor complained about noise, the property-line fence, and traffic, so the county added noise mitigation limiting loud work near sunrise and sunset.
Porterville ag-repair permit and alleged junkyard conditions
The denied Porterville service establishment illustrates how code enforcement drives land-use decisions: a follow-up inspection showed cleanup progress but mostly non-agricultural vehicles, and neighbors described sewage dumping and fluid runoff.
Hartland church camp noise and traffic complaints
A cabin owner told the board the church camp near Hartland is blasting amplified sound over 110 decibels, clogging Dry Creek Road with parking and bus traffic, and expanding — he asked the county to review its conditional use permit.
Setton Farms monument sign variance
The pistachio processor gets a 70-square-foot sign inside the required setbacks; planner notes site constraints from fencing, orchards and visibility. Low-stakes but visible from Avenue 88.
Terra Bella RV repair storage yard permit
A Terra Bella property owner had been cited for running a business without a permit; the new use permit legitimizes minor RV repair work on 0.5 acres, with screening, no vehicle storage, and no street parking for business.
Williamson Act agricultural preserves
The county formally removed three Visalia-area parcels from the Williamson Act agricultural preserve after the city annexed them. It's the last paperwork step on land that's now headed for city jurisdiction.
Allensworth Community Plan Update
The Board adopted a six-year, resident-driven plan that expands Allensworth's planning area to 3,845 acres, redesignates agricultural land to mixed use, and creates community districts with a local design review commission. Residents say it is a roadmap for jobs, tourism, and basic services in a historically underserved town founded by African Americans in 1908.
Lindsay-area rural rezoning (PZC 25-009)
A 4.59-acre parcel near Lindsay would be rezoned to allow smaller rural residential lots (43,000 sq ft minimum instead of 217,000), enabling more homes in the area. The hearing was continued to a date uncertain, so the fate of this project remains open.
Third-residence rules on agricultural land
A 10-acre farm parcel between Cutler-Orosi and East Orosi can now be divided into two roughly 5-acre parcels, even though agricultural zoning there normally requires 20 acres. Staff said the area is already shifting from farmland to homesites, and the land will keep being used for farming and family residences.
